Here's a lump of changes that, all together, get us to the point where we can use .18f-pages.yml for overriding baseurl: and supporting the 18F/web-design-standards team's use case for pushing to release branches on https://pages-releases.18f.gov/.
I've successfully tested this by mounting a running server under a custom webhook endpoint and generating: https://pages-releases.18f.gov/guides-template/v0.0.0/. (Haven't tried it with an actual .18f-pages.yml yet, though.)
