create a simple index page #51

Is there a way to have (e.g.) https://pages.18f.gov/site-index maintain a simple list of all of the pages.18f.gov microsites? It would just need to be a list of hyperlinks.

Or generate a script that can check these on demand.

@gbinal Are you saying /site-index should be like a plaintext sitemap.txt? Would it be consumed by something else? Or can it be a properly-rendered human-readable page?

Or should we implement both? I'm thinking sitemap.txt might not be such a bad idea.
