Add a link checker #44

I added a link checker to the USWDS docs in https://github.com/18F/web-design-standards-docs/pull/321 and we should be able to easily repurpose it for this site. Will be good to ensure that we don't have any broken links!

Also, in light of #45, we might want to also rebuild the site w/ site.baseurl set to a non-empty value and make sure it has no broken links, too.
