Add CircleCI integration to ensure 404s don't exist #84

I'm not sure how we should ensure that this stays maintained by the PCLOB folks, but I think we should add CircleCI integration that runs the crawler with the site's base URL set to a non-empty path to ensure that we don't regress on #45 and #83.
