As discussed in Issue 47, one low-hanging fruit of an idea would be creating an HTML version of the strategic plan and report PDFs currently produced by agencies. This would give us something to begin user testing, as well as giving us a place to begin building out more complex hypotheses from.

[x] Strategic plan and strategic reports have a clear hierarchy
[x] First pass at inter-page information hierarchy
[x] An example of each type of information present in PDF is present in the HTML
