[sprint 3] usability testing with non-partner stakeholders

We want to test our prototype with potential users outside of the GSA so that we can gauge whether our PII inventory could serve a broader user base.

We'll use this to help continue our design refinement of the PII inventory that we're building during sprints 2-5.

Acceptance Criteria:

• [x] know what we want to learn (we might have things to test from both the card-based layout and our previous lay outs . . .let's figure that out)
• [x] prep questions / draft script
• [x] do the tests
• [x] gather takeaways, identify next steps based on those takeaways
