18F themed guide template

Why:

• As an 18F designer, I want it to be easy for teams to build guides and microsites that match 18F's style so that we are presenting a consistent message and can save teams time.
• As an 18Fer building a microsite, I want to have a maintained guide template that uses tech I'm familiar with so that I can build quickly.

Updates on this:

• The UX Guide is now using a USWDS2 version of the uswds-jekyll template. We're looking at how this branch compares to our federalist, site starter branch and if it could meet our goals.
• Footer anchor component is being added to the 18F site 🎉

For now, keeping this as a big issue and we may break down as we investigate and discuss more with other teams.
