e.g. for data.gov, compare https://staging.pulse.cio.gov/accessibility/domains/#q=data and https://staging.pulse.cio.gov/accessibility/domain/www.data.gov#MissingImageDescriptions

The underlying issue is here - https://github.com/18F/pulse/pull/573 and needs to be factored in in the future. I'll leave this issue open to ensure so.
