Deliberate internally on hosting 508 guidance elsewhere #591

My recommendation is that we ask section508.gov to host it or host it somewhere else, but to avoid making it part of the the pulse.cio.gov site content.

This is not an issue until there's ever a 👍 to roll out the other sections publicly. I'll go ahead and close for now.
