Draft a sample data file for the 3rd party services and customer satisfaction sections #657

These would serve to populate pages like these:

It would seem that the data files which power the DAP section are good examples of comparison, since the structure of that section is similar.

Here's a proposed agencies.json file that could power both a third party services section and a customer satisfaction section.

Here's a proposed domains.json file to go with it.

Note: For convenience, I'm showing these files in an ecosystem where there's just a few agencies and domains.

P.S. the domains.json file seems to have some commas in it that it shouldn't but I'll need some help to redress that. These are also demo files so I also don't know that it's a big deal.
