For now, disable cust_sat and a11y scans #765

The third_parties scan is crashing, and as a hotfix, I'm disabling the cust_sat and a11y scans from the data.processing load script.

This will not disrupt the staging site's ability to update this data, as the data.processing code is not currently used to calculate this data. It remains a separate pipeline.
