The positions do not require security clearances, only that all personnel be US citizens. Only US citizens are allowed access certain development environments that will be the place of delivery (Ref. Section 4.4 of the RFQ) and the location of important project collaboration (Ref Section 6.2).
Under Section 10.6.2 of the RFQ, If the names of all non-Key Personnel (KP) are not known prior to offer submission, the offeror may indicate to be determined (TBD) in the Project Staffing Plan. The names of non-Key Personnel are the only identifiers that may remain unspecified in the Project Staffing Plan. KP will need to be identified by name at time of award and must be US citizens. We will not be assessing non-Key Personnel employees post award. The awarded task order will require that all employees are US citizens. If the awarded contractor does not comply, the contractor will not be able to perform the duties under this task order and would be subject to termination.

We saw Amendment 0001 specifying that employees assigned to this contract must be US Citizens. We want to clarify the position designation - is it 'Special-Sensitive or Critical-Sensitive | "High Risk"? Will contractors be allowed to submit their employees to be assessed post-award?
