Learning objectives:

get a first rough pass (from the stakeholder's perspective) of the groupings of GSA's offerings.
identify missing cards
prepare for testing with customers (a card sort and/or a mock-up)

Actions

[ ] create a list of services. it need not be fully comprehensive, but should get as close as we can in the time we have. Make sure that we have a swath of services that covers the priority users and organizational areas/offerings, and that we aren't missing areas of large user impact or finances.
