As a casual user, I want to use the query builder in production

@gbinal and @laurenancona should try to connect the last cables and joints so that the query builder works successfully. Doing that this week will help enable us to ask questions of @alexbielen if we need.

• [x] 2 sentences about what the page is above How It Works, that link back to digital.gov and API docs.
• [x] validate the filters on the left - all done, except 2: target URL, scan status (note: also need to address data dictionary)
