Documentation #97

Adds more thorough documentation. Updates the README to also link to the same documentation, but on Github, because why not?

Benefits from a new env var URL which is the full URL to the root of the documentation (e.g., https://standup-slack-bot.cloud.gov). If that's present, the bot will include a link to the help in response to @standup-bot help messages in Slack.
