Create a S&L digital.gov community of practice listserv. Akin to security and compliance listserv, or API listserv, UX community of practice

Figure out if this can be done at GSA / how it works: digital.gov communities?
What is the lift for managing this community?
People can sign up for it, self-sign up
should this just be a mailing list?
work with external comms?
