I made some changes, am curious what Julia thinks.

Update readme text to remove 18F only refs (to open up to any TTSer), put schedule up on this page
Rename queue to archive, remove 18F specific references, move some out of order talks and standardize formatting
Revise submission issue to streamline submissions with just one kind of issue
