@cweber, we did a lot of user testing of this handbook (especially in June and July, hence the enormous changes since your PR), and a clear response from our target audience is that we needed to keep everything really simple. Whenever possible, we have eliminated nuance or gray area, since this isn't a guide for people who are going to be doing any HCD, but for people who are at least two steps removed from people who will be doing that. Your suggestions are good and right, but not right for this audience, as revealed by our user research. (We had to kill a lot of our own beloved nuance, too.) I appreciate it, though!
Added a section to the beginning of the HCD section to frame this design work in the context of systems thinking and service design. This kind of complexity can be found many places, but is particularly critical to creating effective products in spaces as complex as government and with such a wide and diverse pool of users.
