Hourly Billing - Update Total Billable Hours counter to 32 hours #1374

Currently the Total Billable Hours counter at the bottom totals 36 hours and renders it complete / green. With an update to billable expectation back to 32 hours, this counter should reflect that as well.

I believe the implementation here works, but many 18F Tock users are still configured as having 36-hour targets, which is why the wheel expects 36 hours. So probably a bunch of users need to be updated, but no code changes necessary.

User audit to ensure billable expectations are correct. Should also update supervisors and guild leads.

We are removing this from the TLC project board because it doesn't fit into our current initiatives or strategic bets. Nice idea, but we wont work on it any time soon!
