Update ISSUE_TEMPLATE.md #5

Hi @Songbird300, thanks for submitting this, but it looks like you're intending to open a new issue rather than submit a pull request. The ISSUE_TEMPLATE.md file that you're attempting to edit here is what creates the template text in the new issue text box, so accepting this pull request would add your new text as the default text for any subsequent person who clicks the "New issue" button.

I'm going to close this pull request and let you re-submit this as an issue. If you have questions about that or any problems come up, though, please feel free to use this thread to help figure them out. Sorry for the occasional weirdness of this process, as I know that GitHub can take some getting used to.
