Page 14. The government states "The technical volume is limited to no more than 12, single-sided pages in total."

Question/Comment

Can the government clarify that Cover Page, Table of Contents are excluded from the page count.

The cover page and the table of contents are excluded from the page count. If the vendor adds meaningful language to these sections, it will not be reviewed as part of the overall review. More information is provided in the INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS section of the RFQ.
