"Additionally, the vendor must be located within the Washington, DC metropolitan area since t his position requires ad-hoc meetings at GSA’s Central Office location as well as in-person representation at team meetings. " - Should the prime contractor be located within the Washington, DC metropolitan area? if so, should there be a Security Clearance for the proposed facility?

What will be the number of awards for this contract?

The vendor doing the work should be in the Washington DC area. There is no requirement that the vendor have a secure facility.
