Question/Comment

Are the contractors required to already possess a security clearance and if so which level of clearance is required?

Does the 12-page limit of the Technical Volume include candidate resumes/staffing information?

They don't need a clearance but they do need to be able to apply for and get the clearance to access GSA systems and get a gsa.gov email. Each contractor must obtain a National Agency Check (NACI) clearance as instructed in the RFQ, Section 5.1, Security Clearance and GSA Access Card.

Resumes, staffing information are not part of the technical volume. These documents are restricted to two pages each. More information is provided in the INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS section of the RFQ.

• Is a resume desired for each position (I expect this is the case since there are no key personnel requirements, but want be sure)?
• The above answer states that "staffing information [is] not part of the technical volume," but part one of the Technical Volume is Technical Approach/Experience/Staffing (INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS, p. 14). In particular, the instructions for the Staffing section requests inclusion of "quality and depth of experience of proposed contractor in working on similar projects in terms of background, education, work experience and accomplishments" (p. 15), which presumably entails provision of substantiating information from our candidates' education and work history. Can the Government please clarify?
