They don't need a clearance but they do need to be able to apply for and get the clearance to access GSA systems and get a gsa.gov email. Each contractor must obtain a National Agency Check (NACI) clearance as instructed in the RFQ, Section 5.1, Security Clearance and GSA Access Card.
Resumes, staffing information are not part of the technical volume. These documents are restricted to two pages each. More information is provided in the INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS
section of the RFQ.

Are the contractors required to already possess a security clearance and if so which level of clearance is required?
Does the 12-page limit of the Technical Volume include candidate resumes/staffing information?
