“The letter(s) of intent and resume(s) will suffice for proposed personnel currently not employed by the quoter, or its teaming partners or subcontractors.” Please confirm that a traditional subcontractor (not a GSA CTA partner) may participate as part of a bidder’s team for purposes of the oral interview.
