Unordered lists are already themed by default by styles in /asset/_scss/* files. We'll need to verify that these are being applied and that the unordered list styles match the list guidelines in the playbook: https://playbook.cio.gov/designstandards/visual-style/

I verified that they do indeed match, but the problem is that the styles were affecting the admin interface and primary tabs. I've corrected this and will be pushing code.
