[D7] Implement the slim footer variation #64

This is a minimum viable product task. The theme should at least have the slim footer seen here: https://standards.usa.gov/footers/

Future additions/improvements would be to find a way to offer a way to choose between the 3 variations of the footer: mini, medium and large.
