This is admittedly a large and probably-too-opinionated PR, but I needed to get a D7 base theme up and running, so I figured I would open this, if only to start some conversations and maybe move things along on the D7 front. Here are the changes in this PR:
Updated assets to USWDS 1.0.0
Renamed theme to "uswds" to match the npm package (and for less typing)
Settings form for controlling header style, footer style, megamenus, search box, footer menu, and footer agency information
Massaging of D7 markup to support the USWDS elements mentioned above, as well as:
collapsible fieldsets (accordion) and vertical tabs (multiple accordions)
form errors appearing next to the elements
user login/profile/register/password forms
status messages and help region
primary and secondary tabs
any menu in the first sidebar as side navigation
Slightly different regions:
added "header_top" to handle the banner section above the header
removed "navigation" because it seemed to redundant with "header"
removed "bottom" and added "footer_secondary" for clarity
Stole Omega's preprocess/theme subfolder include file-per-hook setup, and added similar setup for form alter hooks
Removed all Sass, with the intention of letting subthemers decide how to handle their front-end workflow
Added an example subtheme with a pretty simple installation README
Minimal vanilla CSS tweaks as needed, but with the intention of avoiding CSS in this base theme as much as possible
I'm happy to discuss/change/refactor/split these improvements as needed.
