D8 updates for basic support of USWDS 1.0.0

This brings the D8 version about up to the level of the D7 version in #66 . Similar features/changes, but I will list them here also:

• Updated assets to USWDS 1.0.0
• Renamed theme to "uswds" to match the npm package
• Settings form for controlling header style, footer style, megamenus, search box, footer menu, and footer agency information, and government banner
• Massaging of D8 markup to support the USWDS elements mentioned above, as well as: collapsible details (accordion) and vertical tabs (multiple accordions)
• support for Inline Form Errors core module
• user login/profile/register/password forms
• status messages and help region
• primary and secondary tabs
• control of menus through special regions
• Slightly different regions:
  • added "header_top" to handle the banner section above the header
  • removed "navigation" because it seemed to redundant with "header"
  • added "footer_secondary"
• Omega-style preprocess subfolder include file-per-hook setup, and added similar setup for form alter hooks
• Removed all Sass, with the intention of letting subthemers decide how to handle their front-end workflow
• Added an example subtheme with a pretty simple installation README
• Minimal vanilla CSS tweaks as needed, but with the intention of avoiding CSS in this base theme as much as possible

I'm in favor of merging this work in. Currently, the D8 theme is not very useful.

I was able to use Brock's work as a base theme very nicely with minimal effort. The theme settings for the header and footer work well.

FYI, in case you were using the baked-in USWDS library that was in the Drupal theme's codebase - that has been removed from the version on drupal.org, with the understanding that the USWDS library will be manually downloaded and placed in the subtheme folder as an "assets" folder.

@brockfanning, thank you so much for your work! Do you know if the USDS Drupal 8 theme will be actively maintained? I'm working with a government client and we'd like to use it, but are concerned about the stability.
