Allow players to to marked vehicles by owners / law enforcement and take them back to to the tow yard / impound. Charging rates can be marked at set rates players specify if a regular tow, or will be between $200-500 by law enforcement depending on distance.

Add an option for when taking too long to drop an NPC off, it will start swearing at you.
