Rust - Clean up some console spam #51

Console gets spammed with half of the plugins we have. Time to clean it up as our log file gets stupidly long and not easy for admins to track something in logs.

Removed debug coding in plugins - console no longer getting flooded with plugin call backs. Plugins reloaded, no restart required.
