(1) publishers may have their own internal policies regarding URI paths, especially regarding paths rooted at /, (2) receivers will need to manually configure a publisher's hostname so adding a custom path does not result in extra work, (3) this makes CASA a bit more like LTI which makes no claims about URI paths.
