Expand the Open Badges Standard #25

Per some discussions on the Standards call, we've discussed the need to expand the definition of the standard into something more significant and not purely technical.

@mgylling has referred to something in this genre being relevant for the immediate discussion. I believe he referred to it as "Conformance Certification".
