Subgraph patch #86

We needed to rollback the ability for the subgraph to be universal until we find which org is breaking it with the smart contract problem and find a way to void that org from the universal subgraph.

We ended up skipping the processing of staking events when the proposal is non existent to prevent any kind of errors
