Use page system to store public keys #6

When we start to use encryption/signing features in broadcast, and groupchat, 
it is useful to store the keys somewhere.

Making a new folder in root however is messy (since we already have a lot of 
folder there), why not put it in the /page/pubkeys directory instead? We could 
also store other peoples keys there as well, not just ours.
