I'm not necessarily concerned with HOOP not being because the whole point is that the existing licenses and power structures around open source are not always a good fit; they allow uses that the author might not want to allow, they don't allow things the author might not really care about, they can abdicate responsibility for a project, and they don't help support the developers which leads to accessibility issues among lower-SES communities.
It's good to keep in mind though, as this kind of thing is important to some people.
