Respect override rules for non JSON fles #12

Both IconSet.png and other non JSON files only follow load order right now, they're not affected by overrides.

Actually even if it's not handled in the code, the resulting behaviour is still the same, except for IconSet.png

This could only ever have a noticeable effect if one wants to delete an existing icon, leaving its space blank, which can also be archived by simply modifying the database files, to point to some other blank space. Closing for now.
