Yes, snakes were made overpowered some time ago, thanks for confirming the issue. I'm currently working on code to reverse/change that, probably takes some weeks due to limited time to spent on the project. As an interim solution you can lower the amount of snakes per sector in the xml
Why not just make AI avoid going into water, at least in peaceful mode.
If you will enter as spy to the sector with snakes, you can patiently wait while snakes will kill all the enemy squad. Solution: maybe it is possible to limit how much snakes can kill within a squad or make AI immune to snakes?
