Add local manifest support #98

This diff adds local manifest support. I tested this by adding a manged_install and confirmed it worked.

I'd love to get feedback on the diff as well as what tests/testing would be good to have here (assuming you are not morally opposed to this functionality)

@natewalck so one thing we talked about, but I think it should be an array and not a string. This way, unlike munki we can have multiple tools powering Gorilla (WS1 and Chef).
