Added two cpp problems #34

Created a new folder named Dynamic_Programming under Competitive programming\DSALGO\C++ and two problems have been added coin_change.cpp and longest_common_subsequence_2.cpp

Kindly read the submission guidelines before requesting to merge and change the file names into camelCase paradigm.

is changing two cpp problems file name is enough or even the directory Dynamic_Programming should also be changed

Directory name should also follow the camelCase paradigm. @dozerex
