Categorise the links in the README file in Blogs folder. #5

Create a contents section inside the README file for different contents of the file containing sections like App-Dev, Web-Dev, Competitive Coding, etc.

Since the decision was made to remove the Blogs folder and have it as a subfolder for different fields, this issue will be closed.
