Non-rounded rectangle line width is broken

To reproduce:

• Select rectangle tool
• Hit Numpad + to increase stroke size
• Draw rectangle

Expected: Rectangle outline width should increase

Actual: The rectangle's outline is being drawn a single pixel wide, inset into the shape.

I'm also seeing it's blurry at every other stroke size.
