"Fill with color" (any color)
I get the following result on a blank canvas:
The white pixels are exactly in the same places if I redo the previous steps. Strangely enough, if I undo and try to fill again, then it gets filled correctly.
Using Brave Browser Version 1.9.80 Chromium: 81.0.4044.138 (Official Build) (64-bit) (need to upgrade, will edit if the upgrade fixes this).
I could introduce a threshold in the fill tool. (It would also be nice to have a slider to control the flooding threshold, but I would probably start with a fixed, very small threshold.)
As a workaround, you can zoom in, and with the fill tool shift+click on a pixel to replace them all as long as they're the same color.
Noise will always be introduced when saving images, however, while this farbling is active.
You could try disabling this via Brave browser's "Shields" interface / settings, but comments I've seen indicate this can't be turned off (yet).
