Is it possible to select transparent color?

Let's say I copy pasted non-trasparent icon from somewhere. It has blue background.

I want to replace blue to become transparent. It's not easy to do it.

I figured I can do as follows:

• Enable transparency in Image > Attributess
• Use Eraser to get a few pixels into transparent background
• Use Eye dropper to pick transparent color from canvas
• Finally, use "fill with color" to replace blue background with transparent

It should be possible to obtain transparent color with the Color palette (Edit colors) in the bottom.
