Determinism in engine output

The engine is not outputting the exact same each time.

There are two parts of this

• [ ] Theme generation
• [ ] Weighting assignment

Both of these have been addressed in #33 and #34 however it has not been solved

As the Breadth deliverable date has come now it will mean that more work will be done in the final deliverable.

The determinism and consistency once solved will make the #43 and #42 validation work useful
