Official Google Translate crome extension (id:aapbdbdomjkkjkaonfhkkikfgjllcleb) has neat modes of functionality:

Another mode is found in SkyEng translator (id:heeikiohkfkolhmdodhcjdklofmhmmhn) - it activates popup when 'shift' was pressed during selection.

I believe such mode of functionality could be convenient for anki-adder as well, having a note form in this such popup. But it's very intrusive when you are not in learning mode, but just browsing. So, it's better to make it easily switchable on/off somewhere. Perhaps, the finest way is to check if anki is running and only then activate the popup. Also, when in 'learning' mode a user might want to use some translation extension as well.

I would go with your idea of making it a switchable option. The idea of pressing shift while selecting text seems less intrusive and practical as most Anki users have multiple extensions which use the double click.
