Enforce TFAR #15

TFAR Needs enforcing for the weekend for testing and to see how it goes with the playerbase.

Change required - change TFAR from servermod to Mod line and check ability to join server with and without TFAR.

Now live on server.. will assess over the weekend if its viable.
