Added a check to ensure that users who are accessing courses are eligible or are currently enrolled in course #35

The current system is based on the honor system, it prevents users from accessing courses by hiding ineligible courses. However their is no system check to prevent users from modifying the url to access courses that they are not eligible to access.

The current system does not expose content but does allow the user to enroll and then access content.
