Enable GitHub Actions #224

Hello again.

After submitting my last PR, I noticed that this projects (as many others) seems to struggle with Travis CI at the moment. So I thought, I'll give it a try and port the current Travis configuration to GitHub Actions.

Oh, I see you already did that on your 4.x branch. No need to duplicate your work, you can probably just backport your config from there if you wanted to use GitHub Actions. I'll close this PR then.
