Created the vscode devcontainer files and Dockerfile to speed up our develop environment setup using the VSCode Remote Extension.
Manual Tests, build the source code using the VSCode + Remote Extension:
- [x] Windows with Docker Desktop
- [x] Ubuntu 22.04
