Bizhawk doesn't remember last used folder when opening ROMs

What steps will reproduce the problem?
1. Open BizHawk.
2. Click File/Open, navigate to a ROM outside of the application's home folder.
3. Open ROM.
4. Click File/Open. Window shows the application's home folder again.

What is the expected output? What do you see instead?
The last folder a ROM was opened in would be the most reasonable folder to 
display by default.

What version of the product are you using? On what operating system?
Bizhawk 1.4 on Win7 x64

Please provide any additional information below.
This is a pretty low importance fix, but it would make Bizhawk nicer for users 
not making TAS runs.

This is an intentional design.  If you prefer another folder (for any open file 
dialog), you can set it with the Config -> Path dialog.  ROMs have a special 
option in this dialog to use the last used folder which will achieve the 
desired effect.
